Allow partial discounts to be applied on reservations that exceed the discount remaining.

Currently, when the amount of discounted hours remaining on a member's balance exceeds the reservation being made, the system charges for the full reservation rather than deducting the discount and then calculating the remaining amount due.  This is not a user-friendly method.  The system should calculate the discount as part of the total reservation.
