Restricted "Global" Announcement (to selected members)

Global Announcement is so convenient to quickly reach all the members.
We sometimes need to reach specific members very quickly (Board Members, Coaches, Instructors, etc.) and emails is not always the best way.
I wish I add the same function to reach a Restricted Group.  Maybe the Group(s) would have to be created/maintained elsewhere, with a Checkbox or Picklist to select from when creating the Announcement. 

An example is a numbered lock access code was changed (by others) and I need to suddenly communicate this to only those who should have it.
