This is critical for us. Not everyone has or wants a DUPR but it's a great tool We want to use it when people have it but we also need to easily be able to make exceptions for people (and not have to manually add them each time).

To be clear, this feature does not exist. The workaround exists. As you described in the "TIP" you have to Copy existing events to carry over the pricing. But anytime you add a new membership tier, all existing events have to be updated as the new membership will be BLANK in the Event Setup section for all events. 

Would be great if it could be either a Club Credit Card (membership, or anything) or a Proshop Gift card.
