It appears that assign a start date (and next bill date) appear when switching to a PAID membership type.

BUT The "start date" NEEDS to appear for ANY/ALL membership types (ok the next bill date would not apply)

It is very frustrating to members that we can schedule a change in membership to upgrade and start charging them.

BUT if they downgrade to a "free" membership, the change it immediate and they essentially "lose" the remainder of the months paid membership.  This should be a VERY easy coding change, as it is currently being limited by "paid vs free" member, and should instead be available to ALL memberships.

Agreed, and just to be clear ALSO prevent them from signing up for two events at the same time, or two events, court reservations, etc that overlap in time.

Basically, they can NOT be in two places at the same time.  But for some crazy reason, do this often.  The ability to not allow concurrent court reservation already exists, but no such equivalent limitation exists with two events, or an event and a court reservation.
