auto-adding from wait list within 1 hour of event

If someone cancels 45 minutes before the start of an event, CR doesn't currently allow us to have the wait listed person automatically added (minimum CR allows is one hour). We would like to have the option to auto add someone on the wait list if someone cancels very last minute, like inside an hour.
