Requires billing information with card on file upon creating membership for all members

Require when anyone makes a membership profile they have to create a billing provide with a card provided online even if they don't make the reservation and someone makes it for them, it should be required that if you join and register, there has to be a card on file.  A feature setup like this will stop me from chasing people for money for sessions that they owe and might not pay.  They can't reserve or be put on a group reservation until they have their profile completed with this information.
