Limit reservation number by reservation type

I have a more specific use case for this.  Our club limits the number of reservations per week as well as outstanding reservations at any one time.  We would like to introduce say a ladder where the members scheduled their own matches.  We would like that ladder match not to count against the overall restrictions (i.e. number of reservations per week or as an outstanding reservation).  However, we would also like to add limitations to this particular booking (I would assume that this would be the new reservation type) where this type of booking can only be used once a week and it would be limited to the people in the ladder (to try and ensure it's only used for booking for this purpose).  So for all intents and purposes, the limitations on this new reservation type has absolutely nothing to do with the overall reservation limits.
