Cancelation Policy Default for Court Closures

Currently the dropdown for Cancellation Policy defaults to No Cancelation.  We always want to have Cancel Court Reservations Only to be selected but because the default is No Cancelation, our monitors often forget to change this.  It would be nice if we could specify as a setting which default is set for this dropdown so that our monitors don't have to remember to make the change.
