Global Annoucement Date/Time & Date of Creation

1. Date/Time on a GA should auto-start at the current date and time. Instead, you have to start from 12:00. Current date and time and then someone can adjust from there. 

2. When RE USING an old announcement such as COURTS CLOSED DUE TO WEATHER if you update the information it still has the original date of creation which causes a lot of confusion for people.  So for instance, if I created a Courts Closed on June 1 and re-use it on June 5, it will show it was created on June 1 on the mobile app.
