Block specific groups or individuals from certain clinics

When creating a clinic/event you can specifically allow certain groups however it would be nice to be able to BLOCK or Not allow specific individuals.....for example if they owe money or are the wrong level but keep trying to sign up. We all have that trouble maker or person that doesn't get the clinic they are trying to sign up for is not appropriate for them.
