Registration approvals by rating rather than by membership type

Hi,

I would love for a feature to exist to request a certain rating. For example, anything past a 4.0 rating requires an approval from the club. We would then see the players requesting a certain self rating and then we as a club would manually approve their rating request after a Coach/Pro views their gameplay.
