flex league-communication from app to allow for other options

When in the app on your phone, if you want to communicate to your players in flex leagues, it only allows for communication to those OPTED IN to the game day.  We tend to want to notify the OPTED OUT more than those who have opted in.  Is there a way to add some flexibility to communication from the app
