As it is now if creating memberships access is not allowed a staff member can also not create a note within a players account. These items are mutually exclusive and should not be tied together.

When assigning privileges to an admin or sub admin the ability to create memberships is tied to the ability to create a note.  Meaning when you remove the ability for a staff member to create a new member you also remove their ability to create a note in an existing members account.  "Create a note" in a members account should be a stand alone option in the access menu for sub-admins.
