League Restrictions

We want to be able to allow our top tier members to have one free league per month since we stagger them to start every six weeks so it starts once a month.  It could work just like the event restrictions where we can give them one free one per month.  That way we wouldn't have to manually keep track of the free league.   We tried to give the top tier members free leagues but there were so many people joining multiple leagues that we have to restrict it.  So if ya'll could just add the league restrictions similar to the event restrictions, that would eliminate the manual process.
