Allow Open Reservations to Start With Only One Registered Player

My community uses Open Reservations. Right now an Open Reservation has to have at least two players formally registered to start their playtime. We have had residents suggest to us to allow Open Reservations to start their playtime without a second player formally registered. The residents tell us that they often have at least some friends who they make a plan with off-platform and that the Open Reservation is meant to signal to other people outside of their normal friend group that more people are welcome. We are going to start telling people to make sure they get their established friends to register to keep their reservations in place, but we think having the option to remove the forced minimum would help us in our case.
