Last Minute Event Registrations

I would love to see a way for members to be able to join scheduled events for free if they are signing up for them as a "last minute event registration". Similar to the last minute court reservation but for scheduled programming. If they want to guarantee their spot in the event, they need to pay for it or they can get in for free last minute if spots remain.
