Ability to Mass Move a set of people between free memberships

We would like for our admins to have the capability of moving a large set of people (based off a report or Spreadsheet CSV file) from one free membership to another free membership.  I submitted a similar feature request years ago and was told that this batch move function was available to Court Reserve support, but it would be useful if something like this was available for our admins.
