Scheduled Time Frame for Text Messages/Alerts

We had a member complain about her membership renewal text alert coming in at 3:27AM. I agree that it's a strange thing to do to someone and is a good reason why people deny text notification all together. Ideally, we could schedule text alerts between 7AM and 10PM (or a certain timeframe) so that members don't get annoyed with late night/early morning alerts.
