add more scroll bars on Booking Settings/Costs

When in Settings/Costs (and probably more places), I have more columns than I can see, but also more rows than the window fits, so I have to scroll the window down to find the horizontal scroll bar, but then I cant see the top rows of my chart.
My other option is to make my browser window smaller (ctrl -) until I can see the whole page, though everything is real small.

I did find 1 page where you do have the scroll bar also above the column headings (hard to see) but its not on all
On Settings/booking settings/restrictions, there is a top horizontal scroll bar, but it (and the member types - the 1st row) need to scroll down with the window. When I scroll down ,there is no way I can scroll over and see what member type I want to add restrictions to.
This Booking Settings page needs to be re-designed to freeze the headers and the membership. Pretty painful to work in this matrix with all the scrolling and no header and membership showing. You constantly have to scroll around to see the name of the membership and the column header. Please redesign! Losing lots of time to this currently.
