Audit Log for Member Groups

We use the audit logs extensively to "figure out what happened" when problems come. 

One gap is that no audit logs seems to exist for for static Member Groups. These have very important settings like could potentially lead to a privacy breach by posting member information online. 

We also often have a need to see who modified the membership of these static groups.
