change penalty cancellation message

We would like to be able to change the message in blue below - We want to allow members to cancel, and let them know we are tracking late cancellations, but soften the message to something like:

"We are keeping track of late cancellations. Please be considerate and cancel courts you will not be using at least 4 hours prior to your reservation. If you have more than 3 penalty cancellations, you will have to call the Pro Shop to reinstate Court Booking ability"
