Allow for priority sign up for leagues based on member level or other mechanism

Right now, leagues allow for more people to sign up than the league accepts to play each session. Can we get a way to prioritize sign up so that there are primary players and secondary players where primary gets to sign up first, then the secondary group gets to sign up second? This way we can overbook a league and have a list of secondary who can sign up if there are no shows?
