Show members an Alert or Notification for any fee that is owed

When a fee is posted and not yet paid, show some sort of indication of that on the member's Home Page, with an easy way to click to go to where they can pay it. Especially when a membership fee has been posted and the due date is in the future, it's too easy to forget. They need to be reminded every time they use the app. For instance, a big red button "Pay Membership Fee" right under Book a Court and Events on the modern dashboard (wording would depend on what fee is payable). Make it obvious and simple.

In addition, send an email reminder in advance of the due date.
