Send notification when member changes reservation (not just admin)

The current reservation notification settings only send an email when staff updates a booking, not when the member booking makes the change.  This means the other people on the booking don't know if the member changed dates, times, courts, etc.  A notification should be sent if either the member or staff updates a booking
