Prompt for waiver upon login for all family members

Currently general liability waivers do not prompt for signature of all family members (allowed for signature) when the "upon login" option is selected on the signing rule. The system should: 
1. Prompt for a child's waiver if it's outstanding and the signing rule is set to "upon login" 

2. Allow a parent to sign additional family member general liability waivers when "upon login" is the signing rule
