Staff working two places using same email

I am looking to hire a new staff member.  The other location he works uses Court Reserve.  Currently the system does not allow me to add him to our company because his email is in use.  Can a person work two locations?

We will not be moving on this. Admins/Sub-admins can only share an email between locations when they are part of an enterprise. Best practices recommending providing employees with a business email address.
