Rescheduling reservations for courts or series events

When rescheduling a court booking or one-time series reservations, add an option to add a fee to the new booking or not, depending on the situation.

Example: we have series events and members are always looking to reschedule and do a make up date if available, So we can reschedule them for another date but we don't always want to charge them since they already paid a fee for the entire series.
