Require Complete Team before Allowing Team Registration

A toggle to turn on and off a requirement to have a complete team before registering a Team for an event would be great.  Having single individuals holding a team spot because they will "find" a partner may be deemed unfair as events become more and more popular.  Being able to turn on and off this requirement would be nice.

Hi Robert, 

Thanks for submitting this! I just wanted to clarify- are you asking for a setting to be able to do this because it's currently happening and players are allowed to register without a partner when they submit their own registration? 

In it's current state, Team Registrations should not be allowing a member to complete their registration without adding a partner. If you find that this is happening, please reach out to our support team with an example. 

An admin can do this, but a sub-admin who does not have permission to override the event restrictions should not be able to do this. 

We do add a setting a setting to do this, but I just wanted to understand if this is currently happening.
