No waiver shown for My Family->Purchase Path

We are currently in the middle of our membership renewal process and we would like each adult in the family to sign the membership waiver.  Many of our members are purchasing their memberships by going to My Account (or Name now on the web app) -> My Family and then pressing the "Purchase" button for each family member.  This path does not bring up the waiver for any adults (including the initial person purchasing for him/herself) so we are missing many waiver signatures that we now need to chase.  We have a separate idea submitted for an easy way to list these people with missing waivers, but for the future, it would be great to plug this hole so that there is no way to purchase a membership without signing a waiver.

Ideally pressing purchase in this scenario, you would go through the same screens as when "Activate Membership" is pressed on the main screen.
