Drop-In Registration Starts based on assigned Club Rating

Scenario:
Club Ratings 3.5+ and 4.0

3.5+ are those players currently in the rerating process to be become 4.0

We would like to allow the 4.0's to register for their Event 7 days in advance.

If, 36 hours before the start of the session there are any remaining registration slots, allow the 3.5+ players to register.

Some parts of the season, the 4.0's still in town do not get 4 players to sign up.  This would allow some of the potential future 4.0's (3.5+) to join them.  It would also allow us to always have 6 players signed up for each court to make rotating easier. (2 in, 2 out)

I would limit this to two groups of Club Ratings as we currently have 4.0 (regular 4.0 rated players), 4.0-T (temp rated, experienced player, new to the club), 4.0-C (conditional rated 3.5 player that has passed their 3.5 Skills Test and is playing with 4.0's before their final go/no-go match) ... so, we need to duplicate the current Event Club Rating Allowed Rating field for each Registration Starts date field.

The 3.5+ would be able to sign up for normal 3.5 sessions, 7 days in advance or 36 hours in advance switch to play with the 4.0's if a spot is available.
