All waivers should show up in the waiver locations, not just those with Signing Rules

Currently only waivers with Signing Rules show up in these locations:

1. on the member account (Member --> Waivers tab)
2. on the user's member portal direct waiver link provided in Settings --> Waivers --> Additional Settings (https://app.courtreserve.com/Online/Disclosures/Pending/16147). See below for what this user ([email protected]) sees when using that link.
3. on the Front Desk unsigned waivers list link provided in Settings --> Waivers --> Additional Settings (https://app.courtreserve.com/Account/Login/FrontDesk)

This means that EVENT WAIVERS do not show up in these places. But from the customer and Admin's perspective, it would seem that all waivers assigned to anyone should show up here, including EVENT WAIVERS.
