ADD an Audit log on the Portal Set-up page

We have had the permission "MEMBERS CAN CREATE ACCOUNTS ONLINE" on the portal setup page turn off 2x. We don't know why this is happening but having an audit log here would help determine when and how/who is turning off this permission.
