No-Show Tier Penalties

Would it be possible to allow clubs a tier system to apply penalties for no-shows. For example:

1. First No-Show = Courtesy Reminder
2. Second No-Show = 7 day booking restriction
3. Third No-Show = 14 day booking restriction
4. Fourth No-Show = 30 day booking restriction
5. 5+ No-Shows = Possible year-long restriction

Of course these restrictions would be able to be customized for individual clubs.

In addition, when a member is marked as a no-show, could they receive a notification so they are aware of the offense?
