Instructor Cancellation policies

Instructors are not allowed to cancel within 24 hours. Currently, there's only the option of letting an instructor cancel every reservation, or none at all. Having this is a bit more fair as cancellation windows and privileges can be in line with policies that clients have to follow

We released a sub-admin setting for this in April
