Creating early event sign ups for certain types of memberships

Allowing certain memberships to have early sign ups for an event and then opening it up to others to fill the event.

You can already do this using the Registration Starts setting on an event setup.
Example: specific memberships open 7 days in advance, and other can open 3 days in advance. This gives priority to some members and allows maybe a "lower tier" to fill spots as the event date gets closer. If the early opening membership fills spots before the secondary date arrives, then the event will display as full.
