Member Waitlisting

I would like to be able to create a Membership type that is 100% a waitlist for the club and not specific to any specific membership.  Non-members would be able to create a CourtReserve account and choose our waitlist.  Then we would be able to use the member waitlisting functionality (sending offers, start and end date, etc.) to assign memberships as they become available.  The issue today in trying to do that is:  Setting up a Waitlist Membership with only 1 member (for example) triggers the 'Full' checkbox.  Once that checkbox is clicked, the Waitlist Membership will no longer be shown to the general public.  The only way they can see it is to join with a different Membership Type and then 'change' their membership type to the Waitlist Membership.
