Add opt-in/opt-out functionality to recurring Events

The League functionality has the ability for members to opt-in and opt-out on a weekly basis, but the Event functionality doesn't, even though it is also used for leagues, albeit much simpler leagues such as round robins.  Adding the functionality would allow us to maintain a roster where members could opt-in on a weekly basis.
