Sub admins should receive notifications for reservations option

Currently only Admins receive email notifications for reservations. We want our desk person who has access to the club email to get notification of new reservations without being able to change membership and beyond. There is no way for the "desk" to know a new reservation has been made unless they are constantly checking the calendar.
