Court Waitlisting - Enhance Functionality to Notify Wait-Listed Players When an Event's Courts are Reduced

Currently the program is set to notify wait listed players when a reservation is cancelled.

This omits reservable courts from the reduction of event courts when registration is low. This results in unused courts.

For example, an "All Play Doubles" PB event has 4 courts with only 8 player registered, We will reduce the events courts to 2 courts 24hrs prior to the event start time.

This releases 2 courts that become reservable. Since this is not considered a cancellation, the program will not notify the wait-listed players even though 2 courts are available for reservation.
