New Bulk Email System - Active Members be Default

With the new bulk email system, ALL members is currently the default.  For our club, I am only sending emails and newsletters to the ACTIVE members.  I can't even think of a situation where I would send the same email to ALL members - active and inactive.  If this is the case for most clubs, could ACTIVE members be the default on the bulk email system instead of ALL members?  This would also minimize the chance of someone accidentally sending and email to everyone.
