Payment Profile - Superseding the event "Payment Profile Required" feature

Currently, even if a member has the box checked to not require a payment profile, they cannot register for any event session that has a payment profile required. It seems as if this should be switched. I don't want to turn off this feature for a session because I will miss a number of players that don't have profiles. But when I have a player that carries a large credit balance because he doesn't want to put in a payment profile, he should not be penalized by not being able to sign up for a session on his own. The player payment profile setting should supersede the session settings.
