Waivers - Why does the system allow adults to sign other adults waivers?

I don't understand why the system allows an adult to sign a waiver for another adult. You cannot legally sign a general liability waiver for another adult in just general circumstances. For instance, I have no legal authority to sign a liability waiver for my husband. Is it possible for this is be a setting?
