Show All Membership Tiers on "become member" page in portal

I think that all membership tiers should be visible on the become a member/join page on the portal even if you are already a member of said club. when you are already a member and logged in, you only see the tiers outside of your current membership. 

Showing all of the tiers available will allow for better compare/contrast and easier upsell.
