Overhaul and Redesign of User Permission Settings

Sub-admins have limited access to ALL options on the Settings page. For example, the most recent issue we encountered was that, to remove access to certain parts of the Pulse dashboard, the user must be a sub-admin. But then that removes setup options like Book a Pro.  We need more flexibility in which permissions users can have assigned to their account without making them a full Admin or downgrading them to a sub-admin.
