WTN event registration restrictions: Allow WTN No Ratings to register if max is set to 40.

USTA Connect event registration restrictions: Allow WTN No Ratings to register if max is set to 40, not min to 0. With WTN, a 40 is a complete beginner. It doesn't make sense to need to allow elite players to play in an event in order to allow folks who have no raring. I want to have an event that has a min WTN of 25 and max of 40, and allow unrated players. This should be possible. It is rare that you want both elite pros and unrated people in the same event!
