Advance Notice of Cancellation - Needs Instructor and Admin option

I am able to get advance notice of a session that is about to be cancelled due to low numbers through the general settings. Unfortunately, the individual session notification feature will override the general setting. In the individual session notification settings, I am only allowed to select either the instructor for the session OR the admin. As I need my instructors to receive cancellation notices, I can't take them off the notification settings. At the same time, I need an admin to know if a session is about to be cancelled so we can reach out to participants to see if we can help them find alternative options. 

I would love for the "Additional Setup" tab - What System Users Receive Notifications for this Event-Session Play to have a drop down checkable menu instead of having to pick one option exclusively.
