Separate package "use" dates from "reservation" dates (more flexibility around start and expiration dates for packages

CourtReserve currently gives us a package start date and expiration date. Because members book courts and events one to two weeks in advance, we need to control two dates independently:

1. When the package can be applied to a new booking.
2. Which reservation or event dates the package can pay for.

For winter packages, we want members to be able to apply the package a week or two before October 1 when booking October 1 or later play. They should not be able to apply it to play before October 1.

For summer packages, we want members to be able to apply the package through September 30, including to reservations or events that take place after September 30. Starting October 1, the expired summer package should no longer be available for new bookings. Reservations already paid for with it should remain valid.

Could you add separate settings for the dates a package is available to apply at checkout and the reservation or event dates it is eligible to cover? This would let us handle advance bookings across seasonal pricing changes.
