Allow creation of different prime times based on times of the year

Like Jan-Feb 7-9am

Mar-June 8-10am

Then prime time settings change with the date and don't have to go in each new season to change the prime time settings.

We have a similar issue being in Arizona - although ours is when we change our Hours of Operation from May to September and the Schedulers wig out as we have 90-minute sessions that start at 6am vs 7am and everything misaligns during the transition periods.
