Fix that the footer does not display for anonymous users unless you add a link to the footer.

While crafting our member portal, I discovered that the footer does not display for anonymous users, no matter what the setting in website settings is set to, UNLESS you create a link in the footer as well. 

To phrase it a different way.  There is a dependency that a link in the footer must be created in order for the website footer be displayed to anonymous users, even if the setting to show to anonymous users is toggled to yes.
