refund Refund Remaining Amount to Credit Card?

Right now only admins have the ability to check or uncheck REFUND to cc when rescheduling or removing students from a class, 

Where the sub-admins have no check box and it only defaults to REFUNDED to CC, which we do not want any sub-admin to be able to automatically refund to a cc., 

so how do we remove the REFUND to cc or at least add the checkmark?

The sub-admins should not have the ability to have the refund sent directly to the cc, this should not be done automatically on the sub-admin level, they should not have the ability to create or process any refund, directly to the cc.

Sub admins only have to RED notice as above and no checkmark option, so if they proceeded with the move or reschedule the balance if any will automatically get refunded to the CC which we do not want
